What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A national residence permit on humanitarian grounds (section 25(5) Residence Act) that may be granted to a foreigner who is enforceably obliged to leave Germany.

Which population, circumstances or geographic group does the mechanism cover?

Persons whose departure is impossible for legal or factual reasons with no removal of the obstacle expected in the foreseeable future; it should be granted if deportation has been suspended for 18 months; only if the person is not at fault (fault includes false statements, deception about identity/nationality, or not meeting reasonable requirements to remove the obstacles).

Die Aufenthaltserlaubnis soll erteilt werden, wenn die Abschiebung seit 18 Monaten ausgesetzt ist. Eine Aufenthaltserlaubnis darf nur erteilt werden, wenn der Ausländer unverschuldet an der Ausreise gehindert ist. Ein Verschulden des Ausländers liegt insbesondere vor, wenn er falsche Angaben macht oder über seine Identität oder Staatsangehörigkeit täuscht oder zumutbare Anforderungen zur Beseitigung der Ausreisehindernisse nicht erfüllt.
