Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

The permit is granted in order to look for a job: under Section 20 of the Residence Act, foreigners are granted a temporary residence permit, for example after successfully completing a course of study in Germany. Graduates can work in any occupation while looking for skilled employment. The official page states that as soon as a qualified employment position has been found, the holder can apply to convert 'your residence permit for study purposes' into a residence permit for skilled workers or an EU Blue Card. The official source does not state explicitly whether a job offer or employer is needed to obtain the permit.

The decisive feature is a successfully completed course of study in Germany under sections 16b or 16c of the Residence Act. The holder's subsistence must be secured. The aim is qualified employment, meaning a position that requires skills and knowledge generally acquired during academic studies or qualified vocational training.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?
