What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The permit is for a person who, after a stay in Germany for the recognition of foreign qualifications (section 16d of the Residence Act), has obtained full recognition, meaning a finding that the professional qualification is equivalent or a licence to practise the profession, and now wants to look for a qualified job. The work sought must be work that foreigners may carry out under sections 18a, 18b, 18d, 18g, 19c and 21 of the Residence Act.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

The permit is granted to look for employment. The official portal states that a person who, after completing a qualification measure, has found a job, a place on a degree programme or a vocational training place can apply at the competent foreigners authority for a residence permit, for example a residence permit for skilled workers or an EU Blue Card, and stay without having to leave the country first.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

What defines this pathway is full recognition of a foreign qualification obtained during a section 16d stay: a finding of equivalence of the professional qualification or the grant of a licence to practise. The permit must then be granted, provided the holder's livelihood is secured, and it is used to find a qualified job.

What work does the permission allow? Is the holder tied to an employer, occupation or sector? Can family accompany where clearly established?

During the job search the holder is permitted to perform any kind of work and is not tied to an employer. The official source does not state whether family members can accompany the holder.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

The Residence Act provides for the permit to be granted for up to 18 months and excludes extension beyond that period; the official Make it in Germany page describes a stay of up to 12 months. Once a job, a place on a degree programme or a vocational training place has been found, the holder can change, without leaving Germany, to a residence permit for skilled workers, an EU Blue Card, a residence permit for vocational training or a residence permit for study purposes. The official source does not state a direct route to permanent residence from this permit.
