What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A national deportation ban (nationales Abschiebungsverbot) under section 60(5) and (7) of the Residence Act: it can be granted when none of the three protection forms (asylum entitlement, refugee protection, subsidiary protection) applies.

Which population, circumstances or geographic group does the mechanism cover?

A person seeking protection who may not be returned because return would violate the European Convention on Human Rights, or because there is a substantial concrete danger to life, limb or liberty in the destination state; on health grounds, where life-threatening or serious illnesses would substantially worsen through return (medical care need not be equivalent to Germany's, and care available in only part of the country is generally sufficient).

During the procedure applicants receive subsistence benefits in kind and a monthly cash amount under the Asylum Seekers Benefits Act. If a ban is found: no return to that state; the foreigners authority issues a residence permit for at least one year, repeatedly renewable; settlement permit possible after five years (asylum procedure time counted) if further conditions such as secured livelihood and sufficient German are met; the permit allows employment.

Which competent authority, UN body or official assistance channel should the person use?

BAMF is the competent authority for asylum and distinguishes those allowed to stay because of a deportation ban; the residence permit is issued by the local foreigners authority (Ausländerbehörde). Applicants are informed of their right to free legal information.
