What family, citizenship, ethnic, historical or former-resident connection creates access to this route?

German ethnic origin (deutsche Volkszugehörigkeit) of a person who left the republics of the former Soviet Union after 31 December 1992 via the admission procedure and took up permanent residence in Germany within six months; ethnicity is shown by a declaration of German nationality/ethnicity confirmed by descent, language, upbringing or culture.

How far back can the qualifying connection extend, and what important transmission limitations exist?

Persons born before 1 January 1993 who descend from a person meeting the 8 May 1945 / 31 March 1952 residence cut-offs qualify, unless parents or ancestors moved into the resettlement areas only after 31 March 1952; people born up to the end of 1992 are recognised.

A spouse (married at least 3 years) and descendants living in the resettlement area are included in the reference person's admission notice (Aufnahmebescheid) on explicit request (spouses and adult descendants need basic German); after registration in a federal reception facility people are distributed to the Länder with no residence obligation; a BVA certificate proves late-repatriate status.
