What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Resettlement: the "new settlement" of particularly vulnerable refugees from third countries, giving them legal and safe entry into a receiving third country. In Germany resettled refugees receive an admission commitment from BAMF under section 23(4) Residence Act; the programme is currently suspended.

Which population, circumstances or geographic group does the mechanism cover?

Refugees who have neither a prospect of returning to their country of origin in the foreseeable future nor adequate protection or permanent stay in the country of first refuge, and who are especially in need of protection, e.g. because of legal/physical condition, age (children, older people), gender (single women) or experiences such as violence or torture.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

The official sources describe no individual application channel. Since 11 June 2024 the EU Resettlement Regulation (EU) 2024/1350 sets common criteria and procedures; participation in the Union plan is voluntary and Germany currently does not participate.

What happens after the request: registration, family handling, major support and rights where officially stated?

After entry resettled refugees receive a residence title under section 23(4) without an asylum procedure (applying for asylum ends it); obtaining a home-country passport is presumed unreasonable. Extension follows section 8, and a settlement permit can be granted after three years. They are distributed among the federal states with a residence obligation, may work from receipt of the permit, and have a legal right to an integration course.

BAMF carried out the operational work, including selection of refugees, in the former NesT programme (ended 2025); the official BAMF page links to UNHCR information on resettlement, humanitarian admission and complementary pathways.
