What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Humanitarian admission under section 23(2) Residence Act: to protect particular political interests, the Federal Interior Ministry can order that BAMF issue an admission commitment to foreigners from certain states or groups; they then receive a residence or settlement permit in line with the commitment. They do not have to go through an asylum procedure. The procedures are currently suspended.

Which population, circumstances or geographic group does the mechanism cover?

A set number of specific refugee groups in war and crisis situations, used especially for particularly vulnerable people such as women and children, survivors of violence and torture and people with medical needs; e.g. since 2017 up to 3,000 Syrian and stateless people a year from Turkey (that programme is now suspended).

There is no individual application channel: the persons concerned are granted a residence or settlement permit in accordance with the admission commitment, and no preliminary objection procedure (Vorverfahren) applies. The official source does not state how persons are selected or referred.

What happens after the request: registration, family handling, major support and rights where officially stated?

Selected persons first receive a temporary residence permit without an asylum procedure; applying for asylum automatically ends that permit. They are distributed among the federal states, receive a residence obligation (Wohnsitzauflage), and may work from receipt of the residence permit. Extension follows section 8; permanent residence follows sections 9a or 26(4).

The Federal Office for Migration and Refugees (BAMF) is responsible for carrying out the admission and distribution procedure under section 75 no. 8 Residence Act.
