Which family relationships qualify?

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

A third-country national who holds a valid EU Blue Card issued by another EU state, has lived lawfully there with it for at least 12 months (six months if long-term mobility was used before), and is issued a German EU Blue Card under section 18g.
