What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Relocation: intra-EU redistribution of asylum seekers from member states whose asylum systems are under particular strain to other member states, now also possible in principle under the mandatory solidarity mechanism introduced by the GEAS (CEAS) reform.

Which population, circumstances or geographic group does the mechanism cover?

Asylum seekers in EU member states with particularly heavily burdened asylum systems, who are redistributed to other member states and go through the asylum procedure there. Germany most recently took over 3,008 persons from Italy, Spain and Cyprus between 2022 and 2025 under the Voluntary Solidarity Mechanism, which ended in 2025; Germany takes in no persons in the first solidarity cycle.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

BAMF describes relocation as redistribution of asylum seekers from EU Member States under pressure to other Member States, where the asylum procedure then takes place. Under the current EU solidarity mechanism, contributing Member States choose whether their contribution takes the form of transfers, financial support or other measures. Germany says that, for 2026, it offsets past burdens and will receive no persons in the first solidarity cycle. BAMF does not specify an individual relocation application channel or filing office on this page.
