What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The pathway is for the holder of a valid EU Blue Card issued by another EU member state who comes to Germany to carry out a business activity directly connected with the duties of the employment contract on which that Blue Card was based. It also applies to a person with EU long-term resident status in another member state who held that state's EU Blue Card immediately before acquiring that status.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

No German residence title is issued: the stay must not exceed 90 days within a 180-day period. If the Blue Card was issued by an EU member state that is not a Schengen state, the holder must also carry proof of the business purpose of the stay and show it at border control on request. EU Blue Card holders are entitled to an EU long-term residence permit after five years, and periods lived in another EU member state count towards it.
