A free-movement-entitled EU citizen whom the parent accompanies or joins; if the EU citizen is in Germany as a student, only the spouse, partner and maintained children have this right (not parents). Also applies to EEA nationals (Norway, Iceland, Liechtenstein), Swiss nationals as provided by the EU-Swiss agreement, and Germans who exercised EU free movement.

These regulations also apply to nationals of Norway, Iceland and Liechtenstein (States of the European Economic Area [EEA] which do not belong to the EU), as well as to their respective family members and close relatives. This accordingly applies to Swiss nationals insofar as the Agreement on freedom of movement between the European Union and Switzerland provides for this.
These regulations also apply to family members of German nationals if the German national has exercised the right of freedom of movement within the EU. This is the case if the German has previously worked in another EU State, or has lived there for a prolonged period of time and then returns or has returned to Germany. In this case, the more favourable provisions for reunification to join EU nationals apply, and not the regulations for reunification to join Germans.
The authority may require a valid passport, documentary proof of the relationship and of the statutory conditions (for ascendants, that maintenance is provided), and the EU citizen's registration certificate.
(2) Die zuständige Behörde darf von Familienangehörigen in den Fällen des § 5 Absatz 2 oder für die Ausstellung der Aufenthaltskarte einen anerkannten oder sonst zugelassenen gültigen Pass oder Passersatz und zusätzlich Folgendes verlangen: 1. einen Nachweis über das Bestehen der familiären Beziehung, bei Verwandten in absteigender und aufsteigender Linie einen urkundlichen Nachweis über Voraussetzungen des § 1 Absatz 2 Nummer 3, 2. eine Meldebestätigung des Unionsbürgers, den die Familienangehörigen begleiten oder dem sie nachziehen.
The EU national or their partner must provide for the parent's/grandparent's maintenance; where the EU citizen is not economically active, adequate health insurance and sufficient means of subsistence are required.
