Which family relationships qualify?

The spouse and the minor unmarried child of the beneficiary, and the minor unmarried child of the beneficiary's spouse; other relatives are governed by s.36.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor must be a foreigner who has been granted temporary protection under s.24(1) AufenthG, i.e. on the basis of an EU Council decision under Directive 2001/55/EC, having declared willingness to be admitted to Germany.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

It must be shown that the family unit in the country of origin was broken up by the flight, and that the relative is being taken over from another EU member state or is outside the EU and in need of protection. The official source does not list documents for proving marriage or parentage.
