What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A statelessness-determination procedure; once statelessness is determined, a stateless-person residence permit is issued, initially for 3 years.

Which population, circumstances or geographic group does the mechanism cover?

People without any nationality: the status is refused if the person is found to be a Georgian or foreign citizen, or if the 1954 UN Statelessness Convention exclusions apply. Some stateless former citizens and people living in Georgia since 31 March 1993 get permanent residence rights.
