What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A right of temporary stay (with a temporary identity card) for foreign nationals whose expulsion is impossible, which after 5 years can lead to a special residence permit. It is not asylum.

Which population, circumstances or geographic group does the mechanism cover?

People who cannot be expelled under the non-refoulement grounds of Article 59, whose deferral grounds persist, who cannot be identified, whom no state will accept, or who are protected from expulsion under Article 61.

What happens after the request: registration, family handling, major support and rights where officially stated?

Temporary stay is granted for one year and can be extended a year at a time while the circumstances last; holders have rights under Articles 25, 29, 30, 33, 37 and 41. The special residence permit is one year, extendable yearly.

Which competent authority, UN body or official assistance channel should the person use?

The Ministry of Internal Affairs (authorised body) issues the certificate of 5 years' temporary residence that must be obtained before applying for the special residence permit.
