Which family relationships qualify?

Qualifying relatives are family members as defined by law: spouse; minor child; a fully dependent minor, dependent or disabled person, or persons under the sponsor's guardianship or custody; and a parent of a minor.

The sponsor must be a foreign national who holds a Georgian residence permit.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Proof of kinship must be submitted. A marriage entered into fraudulently to get a residence permit is a ground for ending the stay. The official source does not specify which documents count as proof of kinship.

What important financial, accommodation, insurance or maintenance responsibilities apply?

Applicants must show proof of legal income earned in Georgia by the applicant and/or a Georgian citizen or relative with residence rights; bank savings can count if the monthly amount is at least twice the subsistence minimum for an average consumer in Georgia.

    e) Document evidencing legal income earned in Georgia by an alien and/or by a Georgian citizen or by his/her relative having the right of residence in Georgia. Money deposited to an alien’s personal bank account may also be considered as income. Taking into account the validity term of residence permit for the purpose of family reunification, the monthly amount of the money in an alien’s personal bank account should not be less than the double amount of the minimum subsistence level for the average consumer in Georgia;

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Applications are made to the Agency (online application is available). The permit is first issued for 6 months to 1 year; temporary permits can be extended up to 12 years in total. A holder can switch to another permit type if they meet its requirements. The official source does not state the family member's work rights or independent status after relationship breakdown.
