What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Subsidiary protection: a protection status granted where a person does not meet refugee conditions but faces a real risk of death penalty/execution, torture or inhuman/degrading treatment, or (for a civilian) a serious individual threat due to violence in an armed conflict (L512-1). Beneficiaries receive a multiannual residence card (L424-9).

Which population, circumstances or geographic group does the mechanism cover?

Subsidiary protection covers persons who do not meet refugee criteria but for whom there are serious grounds to believe they would face the death penalty/execution, torture or inhuman/degrading treatment, or (for civilians) a serious individual threat arising from indiscriminate violence in an armed conflict (L512-1).

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

The cited texts describe the asylum channel: when a foreigner in French Polynesia asks for asylum, the High Commissioner registers the request; the applicant then lodges the application with OFPRA within a decree-set deadline, and OFPRA rules on the asylum applications it receives. Inference, not stated in these texts: subsidiary protection is examined within this asylum procedure.

Limits of the record
  • No cited text expressly states that subsidiary protection is requested through the asylum application; this link is an inference.

What happens after the request: registration, family handling, major support and rights where officially stated?

While awaiting the multiannual residence card, the person mentioned in L.424-9 (beneficiary of subsidiary protection) has the right to practise the profession of their choice (L424-10). The official source does not state registration, family handling or support during the process.

Which competent authority, UN body or official assistance channel should the person use?

Decisions granting subsidiary protection are attributed in the statute to the Office français de protection des réfugiés et apatrides or the Cour nationale du droit d'asile (L424-12).
