What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Recognised refugee status under CESEDA Livre V leads to a ten-year "carte de resident" (resident card). This is the standard mechanism for asylum/refugee status in French Polynesia (locally applicable CESEDA).

Which population, circumstances or geographic group does the mechanism cover?

Refugee status covers: (1) any person persecuted because of their action in favour of freedom; (2) any person over whom the UN High Commissioner for Refugees exercises its mandate under Articles 6 and 7 of its Statute; (3) any person meeting the definitions of Article 1 of the 1951 Geneva Convention on the status of refugees.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

Asylum is requested from inside French Polynesia: the request of a foreigner in French Polynesia is registered by the High Commissioner; a person who presents to OFII, the police, the gendarmerie or the prison administration to seek asylum is directed to that competent authority. From delivery of the asylum-request attestation, the applicant has 21 days to lodge the complete application with OFPRA, written in French on the OFPRA form, signed, with two recent identity photos, a copy of the attestation and, where applicable, the travel document and a copy of a valid residence permit.

What happens after the request: registration, family handling, major support and rights where officially stated?

After the registration obligations are met, and if France is competent, the High Commissioner gives the applicant the asylum-request attestation; it does not allow free movement in other EU member states. Once refugee status is recognised and the resident-card application has been filed, the person may work in the profession of their choice under the provisions applicable in French Polynesia while awaiting the card; the conditions of stay meanwhile are set by decree. The official source does not state how family members are handled or what reception support is provided.

Which competent authority, UN body or official assistance channel should the person use?

The protection application is lodged with OFPRA: an asylum seeker whose claim falls under French competence receives the OFPRA form for lodging it. The applicant also receives an information document on the procedure, their rights and obligations, the consequences of not cooperating, the help available to lodge the OFPRA application, reception conditions, and the organisations that assist asylum seekers.
