Which exceptional-talent, academic, scientific, artistic, technological, cultural or other profiles does the pathway target?

The route targets EU Blue Card holders who have stayed at least 1 year in another EU country with a European Blue Card; from the second mobility within the EU, this minimum stay is reduced to 6 months.

What achievements, recognition, awards, publications, reputation or other evidence establishes the required level?

Level is shown by a higher-education diploma of at least 3 years or 5 years of comparable, relevant professional experience (3 years within the previous 7 for professions set by ministerial order). For the mobility case, the card is also granted to someone who has stayed at least 1 year in another EU country with an EU Blue Card (reduced to 6 months from the second mobility).
