What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Recognition of statelessness: a foreign person without nationality applies to OFPRA for stateless status; if recognised, the person is placed under OFPRA's administrative and legal protection, and receives a residence card when the application is accepted.

What happens after the request: registration, family handling, major support and rights where officially stated?

OFPRA registers the written request and sends a form and a registration certificate; the form is returned by registered letter with photos and any civil-status and travel documents. The applicant may be interviewed in the language of their choice, possibly with a lawyer or association representative. OFPRA's silence does not amount to a decision.

Which competent authority, UN body or official assistance channel should the person use?

The competent authority is OFPRA (Office français de protection des réfugiés et apatrides), 201 rue Carnot, 94136 Fontenay-sous-Bois, tel. 01 58 68 10 10; the request is written in French. Refusals are challenged before the administrative court within 2 months (not the CNDA).
