What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This route concerns a person whom OFPRA has granted refugee status.

Which population, circumstances or geographic group does the mechanism cover?

Refugee status covers: foreigners persecuted in their country who cannot or will not seek its protection, on grounds of race, religion, nationality, membership of a particular social group (including gender and sexual orientation, risk of excision) or political opinion (Geneva Convention asylum); foreigners persecuted for their action in favour of freedom (constitutional asylum); and foreigners who had UNHCR protection in their country but can no longer stay there.

    Le statut de réfugié est accordée aux personnes suivantes : Étranger persécuté dans son pays et qui ne peut ou ne veut pas se réclamer de la protection de ce pays. Il doit s'agir de persécutions fondées sur la race, la religion, la nationalité, l’appartenance à un certain groupe social (y compris pour des considérations liées au genre et à l'orientation sexuelle, au risque d'excision pour les femmes) ou sur les opinions politiques. On parle d’asile conventionnel en référence à la Convention de Genève du 28 juillet 1951. Étranger persécuté dans son pays en raison de son action en faveur de la liberté. Il peut s'agir, par exemple, de militants politiques ou syndicalistes, de journalistes, d'artistes ou d'intellectuels menacés pour leur engagement en faveur de la démocratie dans leur pays. On parle d'asile constitutionnel. Étranger qui a obtenu dans son pays la protection du Haut-Commissariat des Nations unies, mais ne peut plus y rester.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

Asylum can be requested at the border (by telling the border police) or from within France. The request is registered by the prefecture, after which the applicant can apply to OFPRA, which alone grants refugee status.

A recognised refugee’s residence card authorises residence and work in France without the employer obtaining a work authorisation.
