What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Exceptional admission to stay (regularisation) for a person in irregular status where humanitarian considerations or exceptional grounds exist; it may lead to a temporary 'vie privée et familiale' card or a temporary worker/employee card.

Which population, circumstances or geographic group does the mechanism cover?

It covers non-EU foreign nationals in irregular status who can prove elements relating to one of: private and family life (length of stay, private and family ties, child at school in France, victim of violence, etc.); work (length of stay and employment in France); or exceptional talent or services to the community. Presence in France must, save exceptions, be at least 7 years.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

The application is made at the prefecture or, where competent, sub-prefecture of the applicant's place of residence.

What happens after the request: registration, family handling, major support and rights where officially stated?

The prefect examines applications case by case and has discretion to grant or refuse residence based on the file; if the applicant has lived in France for more than 10 years, the prefect must consult the residence-permit commission before refusing. If admitted, a card valid for 1 year is issued, and the card authorises work.

Competent authority: the prefecture or sub-prefecture of residence (in Paris, the Préfecture de police – residence-permit service). General information: Allô Service Public, staffed by the Ministry of the Interior, free of charge, with no access to personal case files.
