The sponsor is a non-EU national holding EU long-term resident status, granted by EU countries (except Ireland and Denmark) after 5 years of legal, uninterrupted residence, and evidenced by a 'long-term resident – EU' residence permit, who moves to France.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Within 3 months of entering France, adult family members must apply for a temporary 'vie privée et familiale' residence card. If the family did not live with the sponsor in the EU country of provenance, the sponsor must use family reunification in France instead.
