What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Proof consists of the EU partner's passport or ID card plus a cohabitation certificate (certificat de concubinage), and evidence of at least 5 years' cohabitation in France and/or another country (one document per year: bank statements, tax documents, insurance certificate, joint loan, etc.); the 5-year minimum has exceptions.

What important financial, accommodation, insurance or maintenance responsibilities apply?

Financial conditions attach to the EU/EEA/Swiss citizen's own residence basis: as a student, the citizen must guarantee sufficient resources for themselves and, where relevant, their family members so as not to become a burden on French social assistance; as an inactive or retired person, the citizen must have health insurance and sufficient resources. The official source does not state a separate financial, accommodation or insurance requirement for the family member.

Limits of the record
  • The source states no separate financial, accommodation or insurance requirement for the family member; no resource condition is stated for the worker basis.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Not an automatic right: the partner may apply for a 'family member of an EU/EEA/Swiss citizen – all professional activities' card. A non-EU adult partner (or from 16 if wishing to work) must apply within 3 months of entry. The card is valid 5 years, or for the EU citizen's shorter planned stay. After 5 years of regular, continuous residence in France with the EU citizen, a permanent-residence card can be obtained on renewal.
