Which citizenship, status or regional agreement creates the person's right to move/reside?

The UK–EU Withdrawal Agreement (in force since 1 February 2020) creates specific residence rights for British citizens: those who settled in France before 31 December 2020 keep the rights they acquired as EU citizens, and this also applies to their family members.
