Limits of the record
  • No tolerated absence length is specified.

What other major conditions apply, how is the status obtained, and what renewal, document-validity, retention or loss rules matter?

Grant is at the prefect's discretion, taking into account in particular means of subsistence and evidence of intention to settle durably. The application is made at the prefecture (or sub-prefecture) of residence; the first issue involves a compulsory OFII medical visit and the certificate is issued free of charge. It ceases to be valid after an absence from France of more than 3 consecutive years unless the administration agrees to extend the absence. Renewal is requested online between 4 and 2 months before the document expires and is free, but a late application (save force majeure or a valid visa) incurs a EUR 180 regularisation visa fee.
