The spouse must hold a long-stay visa issued for family reunification and applies online (ANEF). The 10-year certificate allows work, is issued free of charge and its first issue involves a compulsory OFII medical visit. It ceases to be valid after an absence from France of more than 3 consecutive years unless the administration agrees to extend the absence. Renewal is requested online no earlier than 4 and no later than 2 months before expiry and is free, but a late application (save force majeure or a valid visa) incurs a EUR 180 regularisation visa fee.
