What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Temporary protection is a mechanism intended to provide swift help to people fleeing the war in Ukraine.

Which population, circumstances or geographic group does the mechanism cover?

Temporary protection can only be granted to: Ukrainian citizens unable to return because of Russia's war of aggression (from 5 August 2026 only those authorised to leave Ukraine); family members of Ukrainian citizens and of international-protection holders in Ukraine, if the ties were established in Ukraine before 24 February 2022 and the family member is not an EU, Nordic, Liechtenstein or Swiss citizen; non-EU/non-Schengen citizens and stateless persons who held a residence permit in Ukraine on the basis of international protection; and non-EU/non-Schengen citizens and stateless persons who held a permanent residence permit in Ukraine and cannot return home in safe and durable conditions.

After arriving in Finland, the person visits the police or a border control authority, states the intention to apply and shows an identity document; applying is free of charge, and the Finnish Immigration Service decides after registration.

What happens after the request: registration, family handling, major support and rights where officially stated?

The police or border authority registers personal details, place of residence, arrival route and family members' details, and takes a photo, fingerprints and signature; family members may apply later; processing is estimated at about one week (decision received in about 2 weeks); any pending asylum application is suspended while the temporary-protection permit is valid. The official source does not state reception services, financial support or work and study rights.
