Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

The family member resides on the basis of the EU citizen's registered right of residence: the EU citizen must still meet the requirements for registration, whether registered on the basis of employment, studies or other grounds.

  • The page does not spell out the EU citizen's registration conditions for each basis (e.g. self-employed, jobseeker, sufficient resources).

What entry, registration or residence-document formalities remain?

Both the applicant and the EU-citizen family member must live in Finland; the application is submitted in Finland and the applicant must reside there most of the time.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

A residence card is normally issued for five years; after five years of legal and uninterrupted residence, the holder may apply for a permanent residence card.
