How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The applicant must be over 18 and not eligible for any other type of permit. The Principal Immigration Officer, with the Governor's consent, may issue a carer permit for a limited period not exceeding four years from issue, on conditions the Governor directs. The holder may enter, remain, leave and re-enter, work for another person or on their own account, and volunteer without pay. Extension is possible if the Governor so directs, within the four-year total. The official source does not state a route to independent or longer-term status.

Limits of the record
  • No route to an independent or longer-term status for the carer is stated.
