What exactly is the official special programme/status and why does it exist?
A special pass is one of the types of pass the regulations provide for (dependant's, student's, visitor's, transit, prohibited immigrant's and special pass). Passes are issued at the discretion of the Chief Immigration Officer on the terms and conditions he specifies, and the special pass is provided for in the regulation headed "Appeals and special pass".

14. (1) The following types of passes may be issued under this Part— (a) a dependant’s pass; (b) a student’s pass; (c) a visitor’s pass; (d) a transit pass; (e) a prohibited immigrant’s pass; (f) a special pass.
