What must actually exist or be demonstrated: business plan, company, innovation, clients, contracts, economic activity, job creation or other substance?

The business must meet the startup definition of the Aliens Act: a business unit owned by a company registered in Estonia, commencing operations, aiming to develop and launch an innovative and repeatable business model with great global growth potential that contributes significantly to the development of the Estonian business environment; the company should be no older than 10 years. The Startup Committee must approve that the applicant meets this definition.
