Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Apply in person, as a rule in the country of residence, at the Estonian representation or the member state representing Estonia, with an appointment, in principle at least 15 days before the journey; a C-visa stay is extended only for force majeure, humanitarian reasons or serious personal causes.
