What exact activity, role or purpose qualifies?

The qualifying activity is voluntary service within a youth project or programme recognised by the Ministry of Education and Research, granted as a temporary residence permit for study.

What organisation, institution, religious body, charity, teacher or host must support the activity?

The institution or organisation running the recognised youth project must bear the volunteer's subsistence costs and hold insurance covering all medical costs.

The activity in the youth project or programme is not employment for the purposes of the Aliens Act, and the volunteer does not receive remuneration for it. The organising institution or organisation bears the volunteer's subsistence costs, and the voluntary service contract must set out the means for covering travelling, subsistence and accommodation costs and allowances for the whole stay. The permit is a temporary residence permit for study, and the Act states that a holder of a residence permit for study may take employment in Estonia without a specific permit if the employment does not interfere with the studies.
