What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is asylum (international protection): refugee status, subsidiary protection or EU temporary protection.

Which population, circumstances or geographic group does the mechanism cover?

It covers refugees (well-founded fear of persecution on grounds of race, religion, nationality, political opinion or social group, outside their country of origin) and, for subsidiary protection, persons whose return could expose them to a serious risk, including the death penalty, torture or inhuman treatment, or a threat from violence in an international or internal armed conflict.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

Protection is requested at any Estonian border crossing point to a border guard or, if the person is already in Estonia, at a PBGB service point (in Tallinn only Pärnu mnt 139).

What happens after the request: registration, family handling, major support and rights where officially stated?

Applications go through a border procedure (up to 12 weeks), an accelerated procedure (up to three months) or the substantive procedure (up to six months); those granted protection get a temporary residence permit valid up to five years, and their family members may apply for a family-member residence permit. The official source does not state reception support during the procedure.

Which competent authority, UN body or official assistance channel should the person use?

The Police and Border Guard Board handles asylum seekers, cooperating with UNHCR; the Ministry of Social Affairs is also involved.
