Is this for a founder, startup entrepreneur, self-employed person, freelancer, company owner or another business profile?

A residence permit for business covers shareholders of an Estonian company, sole proprietors, start-up entrepreneurs and large investors; it is for non-EU/EEA/Swiss nationals.

The applicant must hold a stake in a company or operate as a sole proprietor, the company or sole proprietor must be entered in the Estonian commercial register, and a business plan description must be submitted (not required for a start-up company).

What investment, capital, income, revenue, funding or viability evidence is central to this pathway?

A company shareholder must have invested at least EUR 65,000 in the share capital of an Estonian company (acquiring fixed assets in Estonia); a sole proprietor at least EUR 16,000 invested in Estonia; these amounts do not apply to a start-up company. The applicant must also have income of six times the subsistence level.

What approval/application sequence applies, how long is the status granted, how is it renewed, and what longer-term residence direction is officially stated?

The applicant invests in the company, then submits the documents with a business plan description and pays the state fee; response within 90 days and card issued within 30 days thereafter. Issued for up to 5 years, extendable up to 10 years at a time; for extension a §192 condition may instead be met by company sales revenue of at least EUR 200,000 per year or by monthly social tax for employees at least equal to that on fivefold Estonian annual average gross wages. No longer-term residence direction is stated.
