What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

It is the 'Humanitarian and Emergency Visa', one of the stay-visa (visado de estancia) types created by the decree regulating stay visas under Organic Law 3/2010 on aliens; it is issued for a well-founded, duly proven reason for entry such as medical treatment, a court hearing, or the death or illness of a relative or friend. The decree describes a visa, not a refugee-status procedure.

Which population, circumstances or geographic group does the mechanism cover?

Any person with a well-founded, duly documented reason to enter, such as medical treatment, attending a court hearing, or the death or illness of a relative or friend, plus other cases authorised by the competent authority.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

It is a visa application before entry: the visa is issued in a valid passport or recognised travel document, and the requirements for each visa category are to be set by ministerial orders of the competent ministries. The decree does not name where to apply.

What happens after the request: registration, family handling, major support and rights where officially stated?

Once granted, the stay is 90 days, extendable by another 90 days; entry must take place within half of that period or the visa lapses automatically. The visa can be annulled at any time by the Ministries of Foreign Affairs and National Security without notice. Registration, family handling, support and rights are not stated.
