What exact status does accumulated residence lead to?

Definitive (permanent) residence: the right to stay in El Salvador indefinitely and carry out any lawful activity on equal terms with Salvadorans, subject to limits in the Constitution and other laws.

What qualifying residence period is required and when does the period begin?

Central Americans by birth: no prior temporary residence needed (or as temporary residents). Spanish and Hispanic-American nationals: one uninterrupted year of temporary residence before applying. Others: temporary residence during the three years before applying. People who failed to renew temporary residence for no more than twelve months but have over seven years of regular stay may also apply.

Which types of residence count fully, partially or not at all where the official rules specify this?

Temporary residence counts: temporary residents who held that status for the three years before the application can obtain definitive residence. Transitory residence does not create a right to definitive residence. Student residence does not allow definitive residence to be obtained unless the person requests a change of immigration status. Transnational service workers cannot apply for definitive residence while they keep the employment link with the transnational company. The official source does not state whether any residence counts only partially.

What absence/continuity rules affect accumulation of the qualifying residence period?

Temporary residents must stay in El Salvador at least 90 calendar days in each year (consecutive or cumulative), unless justified by force majeure. For Spanish and Hispanic-American nationals the year of temporary residence must be uninterrupted.

What other major conditions apply, how is the status obtained, and what renewal, document-validity, retention or loss rules matter?

Applicants file a notarised sworn statement on how they will pay their living costs (work, residence and income). The permanent status is documented by a card that must be renewed ('refrenda') within thirty calendar days before expiry, for one to four years at a time; if not renewed within one year after expiry the right to reside is lost. Holders may be abroad up to two years; longer requires a permit (up to one extra year), otherwise the definitive residence can be lost unless justified.

    Declaración Jurada en acta notarial, emitida por la persona que proveerá la manutención económica en el país o por la misma persona extranjera cuando su manutención corra por su cuenta. En la misma se establecerá la forma en que el solicitante sufragará sus gastos de vida en el país, debiendo especificar según el caso actividades laborales que realiza, lugar de residencia y los ingresos que percibe.

    Art. 153.- Las personas extranjeras deberán presentar la solicitud de refrenda ante la Dirección General dentro del plazo de treinta días calendario previo a su vencimiento y resolverá con la vista de ésta por medio de la emisión de un carné; en caso de incumplimiento, se le impondrá una multa migratoria y si no lo hicieren dentro del año posterior a su vencimiento, perderán su derecho a residir en el país. La refrenda de la residencia definitiva podrá hacerse por un año, sin exceder de cuatro, mediante el pago de los derechos respectivos.

    Art. 154.- El residente definitivo tendrá libertad de salir y entrar al país y ausentarse hasta por dos años, pero si desea permanecer en el extranjero por más tiempo, deberá solicitar permiso a la Dirección General, la cual lo concederá por un plazo no mayor a un año adicional, previo pago del permiso y de los derechos de refrenda.
