The receiving office prepares a report verifying the alleged facts and that the person does not qualify for another category (it may ask for more documents); on that basis the Vice-Minister of Human Mobility or delegate authorises the visa.

    El órgano administrativo competente del Ministerio de Relaciones Exteriores y Movilidad Humana que recibió la solicitud elaborará un informe, en el que verificará los hechos alegados y el hecho de que la persona extranjera no califica para aplicar a otra categoría migratoria. Previamente a la emisión del informe, y cuando la autoridad lo considere necesario, se solicitará a la persona extranjera presentar documentación adicional. El informe contendrá la recomendación pertinente. Sobre la base del informe, el Viceministro de Movilidad Humana o su delegado autorizará, de ser el caso, la emisión de la visa.

    Art. 62.- Residencia temporal de excepción.- La residencia temporal de excepción es la condición migratoria que autoriza la estadía en el territorio nacional hasta por dos años, a la que acceden las personas extranjeras que ingresan al territorio nacional, previa calificación y autorización de la máxima autoridad de movilidad humana en casos excepcionales, de conformidad con los requisitos establecidos en el reglamento de esta Ley. Esta residencia podrá ser renovada por una sola vez.
