For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

An advance authorisation is needed: the Visa Volant is granted by the DGM Director General to a traveller from a country where the DRC has no diplomatic or consular representation and lets them obtain an airport or port visa at the border; the eVisa is a visa requested and granted electronically.

What maximum stay, rolling-period rule, validity and entry rules apply?

An eVisa must be used within three months of its date of issue; it entitles the holder to a 7-day airport visa (VAP) with a single entry.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

Obtaining the flying visa requires a letter of request to the DGM Director General, a photocopy of the applicant's passport, and a photocopy of the transferee's identity document (if Congolese) or passport (if foreign). The official source does not state funds, insurance or onward-travel evidence.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

The eVisa is applied for electronically, costs USD 300 (USD 50 non-refundable administrative fee plus USD 250) and is processed within 72 hours of receipt. It allows the holder to obtain an airport visa (VAP) placed in the passport, valid 7 days and extendable, costing USD 90 payable at the point of entry. After the 7 days the holder must regularise their stay with the Chancellery Services of the General or Provincial Migration Directorate.
