What exact activity, role or purpose qualifies?

What organisation, institution, religious body, charity, teacher or host must support the activity?

The supporting body is the community or congregation (or ASBL): its legal representative sends a letter of request to the Director General of the DGM, a photocopy of the approval of the community or ASBL is required, together with a missionary or service certificate and the legal representative's legalised undertaking to take charge of the project.
