Permanent Residence is granted at the discretion of the Minister for Foreign Affairs, Immigration and Labour, for an applicant who has been resident or employed on the island for five years. All non-nationals above the age of 18 years must complete an application form, available at the Labour Division, and submit documents including a medical certificate, two testimonials, a statement of financial position or an employer letter, a recent police record, a cover letter requesting Permanent Residence and copies of the work or resident permits issued since arriving in Dominica. The application fee, paid at the Treasury Department, is EC$400.00 for CARICOM nationals and EC$800.00 for non-CARICOM nationals.
