What maximum stay, rolling-period rule, validity and entry rules apply?

The validity of short-stay visas must not exceed three (3) months. A foreigner who stays more than 3 consecutive months from entry must apply for a residence card (carte de séjour). The official source does not state a rolling-period rule or the number of entries.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

For a private visit short-stay visa, the applicant must produce a return or onward travel ticket (with an entry visa for a third-country destination where relevant), plus a hotel reservation or an accommodation certificate, or sponsorship by a tour operator. If an accommodation certificate is used, it must be signed by the host in Djibouti and countersigned by the prefecture of the host's place of residence.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

Where Djibouti has diplomatic representation, its diplomatic or consular authorities issue short-stay visas; applicants from countries without Djiboutian representation may obtain a short-stay entry visa pre-authorisation via the E-Visa system. An overstayer who entered legally pays a penalty (overstay of up to 90 days: 40,000 FDJ; more than 90 days: 80,000 FDJ) against the issue of a complementary stay authorisation.
