Which citizenship, status or regional agreement creates the person's right to move/reside?

The Withdrawal Agreement covers a UK citizen who was already working across the Danish border by 31 December 2020 and wishes to continue, while living outside Denmark. The cross-border document confirms work rights, not residence in Denmark.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

Both employment and self-employment can qualify. The worker needs a Danish-registered employer or a genuine business established and registered in Denmark by the transition deadline. A UK-company employee temporarily doing work in Denmark does not qualify for this document.

What entry, registration or residence-document formalities remain?

BR1 is submitted to SIRI with passport copies, proof of employment before the transition deadline or Danish business registration, and evidence of residence in the UK or another EU country. Biometrics are required within two weeks. The application receipt can document rights at the Danish border.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

This document is for a worker who does not live in Denmark. The separate Withdrawal Agreement family-residence route requires a UK sponsor residing in Denmark on qualifying grounds; the cross-border worker document alone does not establish that sponsor-residence condition.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

The cross-border worker card lasts five years and includes job-change rights. Worker status can be retained in specified cases, including temporary illness or accident and involuntary unemployment with timely job-centre registration; the page gives a six-month retention period for certain shorter-employment and vocational-training cases. Starting cross-border work only after 31 December 2020 is outside this Withdrawal Agreement route.
