What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Asylum (international protection) under the 1951 Geneva Convention and 1967 Protocol. It is granted as refugee status or subsidiary protection.

Which population, circumstances or geographic group does the mechanism cover?

Third-country nationals or stateless people in Cyprus who cannot or will not return home. Refugee status covers fear of persecution for race, religion, nationality, political opinion or membership of a particular social group. Subsidiary protection covers risk of serious harm such as torture, the death penalty, serious human-rights abuses, or threats from indiscriminate violence in armed conflict.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

An in-country or border request, made in person as soon as possible after arrival (irregular entry does not prevent applying). Intention to apply can be expressed at the Asylum Service in Nicosia, the Civil Registry and Migration Department, any legal entry point (Larnaca and Paphos airports, all seaports) or the police Aliens and Immigration Unit. The application is then lodged at the district police Aliens and Immigration Unit, or at the Pournara First Reception Centre after irregular entry. It is free and no lawyer is needed.

What happens after the request: registration, family handling, major support and rights where officially stated?

Accompanying minor children are included in the parent's application. A Dublin check decides whether Cyprus or another EU state examines the claim. Applicants may stay and move freely in government-controlled areas, get medical care on the same basis as Cypriots, send minors to public school, and work in certain sectors one month after applying. Those without resources can use a reception centre or special assistance. Applicants must not leave Cyprus without permission.

Which competent authority, UN body or official assistance channel should the person use?

The competent authority is the Asylum Service of the Ministry of Interior (70 Arch. Makariou III Ave., Nicosia; tel. 22445265 / 22445272 / 22445245; moi.gov.cy). Applicants have the right to a lawyer at every stage, though one is not needed to apply. Unaccompanied minors (under 18) are represented by the Social Welfare Services as guardian throughout the procedure.
