Which family relationships qualify?

A spouse or civil partner of a Cypriot citizen. A parent of a minor Cypriot child who has not lost parental care or contact rights by court decision. Children of the Cypriot citizen or of the spouse who are under 21 or dependent. Dependent parents of the Cypriot citizen or of the spouse.

    Third country nationals who have conducted a marriage or a civil union with a Cypriot citizen. Direct ascendants of a minor Cypriot citizen who are third-country nationals, provided that the parental care and any right of communication with the child, has not been deprived by a Court decision. Direct descendants of a Cypriot citizen as well as those of his/her spouse, who are under age of 21 or are dependent on the Cypriot citizen. Dependant direct ascendants of a Cypriot citizen as well as those of his/her spouse.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

A Cypriot citizen, under the Aliens and Immigration Law (Cap. 105). The Cypriot citizen may apply to the Department for an entry permit for the relative and must be present when the residence application is submitted.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

For a spouse: a marriage or civil-union certificate, certificates of non-marriage (the foreign spouse's from the country of origin where applicable, the Cypriot's for marriages abroad) and the Cypriot's passport or ID. All documents must be officially translated and certified (e.g. Apostille). The official source does not state the documents for parents or children.

What important financial, accommodation, insurance or maintenance responsibilities apply?

For a spouse: proof of stable or satisfactory income of both the applicant and the Cypriot family member (social insurance, pension, bank accounts, rents, dividends, interest). Also full medical insurance (Plan A, including repatriation of remains) or GeSY registration plus repatriation cover, and a title deed or rental agreement with payment receipts and utility bills. The official source does not state a minimum income amount.

If the title deed has not been obtained yet, the applicant must submit the contract of sale duly stamped by the Stamps Commissioner and the Department of Land & Surveys and proof of payments. In case of a Rental Agreement, it must submit receipts of rental payment and utility bills from Electricity Authority of Cyprus, Waterboard etc (in the name of the Owner or in the name of the Tenant)

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Entry can be with a visa from a Cyprus consulate abroad, followed by a residence application; processing takes up to four months. Permit length depends on the case (up to five years with employment), and residence has no time limit while conditions are met. Spouses/partners and parents of minor Cypriots have free labour-market access, including self-employment, once they hold a residence and employment permit. After divorce, annulment or death, a personal residence right can be kept if the marriage was long-lasting, among other conditions.
