Which citizenship, status or regional agreement creates the person's right to move/reside?

The right comes from EU citizenship, under EU free-movement law. EU citizens may move to any EU country to live, work, study, look for a job or retire. EU, Swiss, Icelandic, Liechtenstein and Norwegian citizens can enter Cyprus with a photo ID card.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

As a worker (employee or posted worker), self-employed person, pensioner, student or jobseeker. People not working or studying (economically inactive) may also live there if they have sufficient resources for themselves and their family and comprehensive health insurance.

What entry, registration or residence-document formalities remain?

Up to 3 months with no registration, holding a valid national identity card or passport (some countries require reporting presence). After 3 months, registration may be required, which gives a registration certificate. The certificate must be issued immediately and cost no more than a national ID card.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

A non-EU spouse or registered partner of an EU citizen living, working, studying or job-seeking in another EU country can join them; the same applies to children and grandchildren. If the EU citizen is employed there, the family can stay without further conditions.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

After 5 years of continuous legal residence, the right of permanent residence arises automatically. It can be lost after more than 2 consecutive years living outside the country.
