A resident may request a family residence permit for their parent. The current official family page provides a separate first-application checklist for parents.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The applicant bringing the parent acts as guarantor and signs a guarantee declaration. The parent checklist calls for a copy of the guarantor’s current residence permit, Declaration Van Rechtswege or Declaration Niet van Toepassing, except for persons covered by article 1(a) LTU, together with employer or business evidence according to the guarantor’s situation.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

The parent first-application checklist asks for a birth certificate no older than one year, with the original shown for inspection. Depending on the country of birth, the certificate may need legalisation or apostille; EU countries are exempted. It also lists marriage or cohabitation proof where relevant to the applicant’s circumstances.

What important financial, accommodation, insurance or maintenance responsibilities apply?

The sponsor must show sufficient financial funds for each family member. For this parent first application, the official checklist asks for a signed guarantee declaration and proof of the guarantor’s current residence status where applicable. It also lists employer or business documents according to the guarantor’s situation; for a guarantor with their own company, it lists an original Tax Inspectorate declaration concerning fixed taxable income of at least XCG 36,000 from two years earlier. That checklist figure is not a universal monthly income threshold.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

A residence-permit application is submitted for the parents with the relevant family checklist and scanned PDF documents. The Admission Office says it has four months to decide and that a first applicant must await the decision abroad. Renewal may be submitted from four months before expiry. Under the policy effective 1 April 2026, a new permit may be requested for up to three years with each year’s fees paid in advance, and a dependent family member admitted for reunification or formation follows the principal applicant’s permit duration. A timely renewal of an earlier qualifying two-, three- or five-year permit can retain the same duration and conditions under the policy’s transition rule; a late filing after the grace period loses that accrued entitlement. Ten years of uninterrupted lawful residence is one listed ground for a separate indefinite permit, not an automatic conversion of this family status.

Afhankelijke gezinsleden (in het kader van gezinshereniging of gezinsvorming) volgen de hoofdaanvrager wat betreft de duur van de vergunning. Het is derhalve niet mogelijk dat een gezinslid een vergunning voor drie jaar verkrijgt, terwijl de hoofdaanvrager een vergunning voor slechts één jaar heeft. Ook hier geldt dat per aangevraagd jaar leges en retributies verschuldigd zijn (aantal jaren × leges en retributies).

Bij een te late indiening, na het verstrijken van de gedoogtermijn, vervalt echter dit opgebouwde recht.
