What exactly is the official special programme/status and why does it exist?

A Declaration Van Rechtswege (admission by operation of law under article 3 LTU) with the purpose "deployed personnel". The official source does not state why the status exists.

Persons coming to work for the government. Article 3(1)(a) LTU is read broadly: not only persons deployed by the government but anyone in national or island government service, or performing services for the government, is admitted by operation of law for the duration of that service.

The result is a Declaration Van Rechtswege conditioned on being in government service; for a person of foreign nationality it can be granted for an indefinite period depending on the employment contract. When the person is no longer in government service the admission lapses and a temporary residence permit must be requested for any other purpose. The spouse (not judicially separated) and minor children can be admitted under article 3 letter g LTU. The official source does not state the rights attached to the declaration.
