What exact activity, role or purpose qualifies?

The activity is service to a religion: clergy ('religiosos') and representatives of any cult, religion or religious sect (foreign nationals or stateless persons) admitted to Cuba in the service of that religion; they are admitted in the temporary-resident class.

How long can they stay, can they change host/activity, can family accompany, and can the status be extended?

For a foreign religious representative admitted to serve a religion or cult recognised and registered in Cuba, temporary residence is limited to the time needed for the activity that motivated entry. The responsible organisation must notify the Immigration Directorate within seven calendar days after the activity ends for departure arrangements. A spouse or minor child admitted with the resident takes the same classification.
