What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A temporary-stay purpose under the Aliens Act ('humanitarian grounds'), listed alongside work, study and family purposes, for a third-country national who, because of particularly serious health reasons or old age, has not regulated their stay in Croatia.

The 'serious justified humanitarian reasons' clause covers a third-country national who, owing to particularly serious health reasons or advanced age, has not regulated their stay in Croatia; the same ground also lists trafficking victims in the assistance programme, abandoned or unaccompanied minors, ten-year refugees or housing-programme beneficiaries, cooperating witnesses against illegal employers, and victims of domestic violence.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

A direct in-country application at the police administration or police station of the intended place of stay, which is allowed even for visa-required nationals, who otherwise must apply at a Croatian diplomatic mission or consular post.

    Exceptionally, third-country nationals who are required to have a visa to enter the Republic of Croatia may also apply for temporary stay at a police administration/police station if they are: close family members of a Croatian citizen, life partners or informal life partners of a Croatian citizen, arriving for the purpose of studying at a university at undergraduate, graduate, and postgraduate level, scientific researchers arriving on the basis of a hosting agreement, close family members of third-country nationals referred to in items 3 and 4, submitting an application for temporary stay on humanitarian grounds, family members of an EU Blue Card holder.

What happens after the request: registration, family handling, major support and rights where officially stated?

For the stated serious humanitarian ground, the applicant need not attach proof of subsistence funds or health insurance. Before issuing stay on this ground, the police must seek the Ministry’s consent. Once humanitarian temporary stay is granted, the holder may work without a stay and work permit or work-registration certificate and may access courses, vocational training, education and study.
